Loans may be granted for the purpose of conducting or carrying on, developing or improving agricultural, commercial, or industrial operations as well as meeting health, education and subsistence needs, and other normal credit needs of farmers and farm families owning or cultivating land dedicated to agricultural production, and merchants, as well as other inhabitants within the service areas of the Bank and its branch offices.  Loans may also be granted to personal or household finance, home building and home development.  Preference shall be given to farmers and merchants whose cash requirements are small.
